NFL active roster could expand?

Among the issues that NFL owners will vote on in upcoming meetings (besides, you know, opting out of the current CBA and dealing with the pending labor issues), will be whether to expand the game day roster from 45 players to 47. We would love to see the roster size expand because we never got why it was only 45 in the first place. Who came up with that number?
Expanding to 47 will add two more players that could be used on special teams so starters wouldn’t have to be used. While it seems like a small deal, it could greatly help with injury issues.
